Since the 1970s, the Japanese government has provided grants and other forms of support for project formulation in various fields under the supervision of the respective ministries to promote the preparation of high-quality ODA proposals. However, the budget for ODA project formulation has since been centralized under the Ministry of Foreign Affairs and JICA. As a result, ADCA has relied on its own "Overseas Agricultural Development Research Fund", together with research and study budgets provided by relevant ministries, to undertake research initiatives that contribute to the formulation of ODA projects in the areas of agriculture and rural development.
